Who We Are

The Historic East Baltimore Community Action Coalition (HEBCAC) is a nonprofit that began as a collaboration of community residents, Baltimore City Officials, and Johns Hopkins. HEBCAC works to support strong, diverse neighborhoods that honor their history while carving out a promising future. We have been a part of East Baltimore since 1994, serving the 220-block area bounded by Edison Highway, Aisquith Street, North Avenue, and Fayette Street. 

Our Work

Our projects and services offer resources that help individuals reach their goals of economic self-sufficiency and we mobilize projects that improve the value and livability of neighborhoods in the East Baltimore area. Our projects and programs range from community beautification to educational programs, depending on the needs and desires of the community.

Our Neighborhoods

We see an East Baltimore that is made stronger by its diversity. Over 25,000 people live in the neighborhoods we serve and they feature 10 public schools, at least 11 active neighborhood associations, 1 public library, more than 30 churches, the Johns Hopkins Medical Campus, parks, and other green spaces.
